Malaysians Can Grow Their Own Marijuana with Permission from MOH

KUANTAN: Cannabis can be cultivated for medical purposes and studies, if obtained by the Minister of Health.

National Antidadah Agency Director-General (AADK) director-general Datuk Seri Zulkifli Abdullah said there was a law provision that provided space for the planting of cannabis trees with special conditions or permissions.

"Recently I read in the press about the success of Malaysians to produce marijuana, so I'm sorry if this is true and feasible in the country.

"If we look at the Dangerous Drugs Act 1952, this cannabis tree can be cultivated for medical purposes ... therefore it is important to get the approval of the Health Minister first, before it can be produced for medical purposes," he said.

He was speaking at a press conference after the AADK Pahang Appreciation Ceremony with Smart Partners and Strategic Partners here last night.

The success story of three Malaysians who succeeded in producing CBD (Cannabidiol) Oil from Cannabis Sativa and settled in the United Kingdom received local media attention in June last year.

The company was founded by a couple of husbands, Abdul Halim Pauzi and Nurul Ain Sahbudin, as well as their friend, Mohd Roslan Abdullah, who has been living for 15 years in the country not only to study the effectiveness of marijuana oils in medicine, but also to obtain licenses to market products produced in 50 other countries in the European Union.

Zulkifli said that if the cannabis tree was able to provide efficacy from the medical aspect, the parties should do something and investigate the marijuana tree properly and in accordance with the provisions of the law.

"This tree can not plant spasm. That's why we have to be better off, and some countries already have such planting activities.

"Maybe one day, if Malaysia has such a thing, maybe we can be exporters but legally.

"That is why it is important that the cannabis is really a drug, the Ministry of Health has to confirm that they are the parties with the authority to verify it," he said.

Meanwhile, Zulkifli said that the parents or caretakers of troubled teenagers were obliged to follow the counseling session in the new law to be drafted to address the problem of drug in the early stages.

"With a counseling session we can identify the problems experienced, and then try to solve them consistently, because we believe the best prevention starts at home. We want parents not to get their hands on the problems faced by their children, "he said.

 

 

 

Ketua Pengarah Agensi Antidadah Kebangsaan (AADK), Datuk Seri Zulkifli Abdullah berkata, terdapat peruntukan undang-undang yang memberikan ruang bagi penanaman pokok ganja dengan syarat atau kebenaran khusus.

“Baru-baru ini saya ada baca di akhbar mengenai (kejayaan) rakyat Malaysia menghasilkan minyak ganja, jadi saya rasa sayanglah kalau benda ini betul dan boleh dilakukan (kajian) di dalam negara.

“Kalau kita tengok Akta Dadah Berbahaya 1952, pokok ganja ini boleh diusahakan untuk tujuan perubatan... sebab itu, penting untuk dapatkan kelulusan Menteri Kesihatan terlebih dahulu, sebelum ia boleh dihasilkan bagi tujuan perubatan,” katanya.

Beliau berkata demikian dalam sidang media selepas Majlis Apresiasi AADK Pahang Bersama Rakan Pintar dan Rakan Strategik di sini, malam tadi.

Kisah kejayaan tiga rakyat Malaysia yang berjaya menghasilkan Minyak CBD (Cannabidiol) daripada Cannabis Sativa dan menetap di United Kingdom itu mendapat perhatian media tempatan pada Jun tahun lalu.

Syarikat itu diasaskan sepasang suami isteri, Abdul Halim Pauzi dan Nurul Ain Sahbudin, serta rakan mereka, Mohd Roslan Abdullah yang sudah 15 tahun menetap di negara berkenaan bukan sahaja melakukan kajian mengenai keberkesanan minyak ganja dalam perubatan, bahkan turut memperoleh lesen bagi memasarkan produk dihasilkan di 50 negara lain di Kesatuan Eropah.

Zulkifli berkata, sekiranya pokok ganja itu mampu memberikan kemujaraban daripada aspek perubatan, pihak berkenaan perlu melakukan sesuatu dan penanaman pokok ganja itu dijalankan dengan betul serta mengikut peruntukan undang-undang.

“Pokok ini tidak boleh tanam bersepah-sepah. Sebab itu, kita kena kawal sebaiknya, malah sesetengah negara sudah ada aktiviti penanaman sebegini.

“Mungkin satu hari nanti, jika Malaysia ada bahan sebegitu, mungkin kita boleh menjadi pengeksport tetapi mengikut undang-undang.

“Sebab itu penting kalau betul ganja ini ubat, Kementerian Kesihatan kena mengesahkan sebab mereka adalah pihak yang mempunyai kuasa mengesahkannya,” katanya.

Sementara itu, Zulkifli berkata, ibu bapa atau penjaga remaja yang bermasalah berkaitan dadah diwajibkan mengikuti sesi kaunseling dalam undang-undang baharu yang akan digubal bagi menangani masalah dadah di peringkat awal.

“Dengan ada sesi kaunseling kita dapat mengenal pasti masalah dialami, seterusnya cuba menyelesaikannya secara konsisten, kerana kita percaya pencegahan terbaik bermula di rumah. Kita mahu ibu bapa tidak lepas tangan terhadap masalah dihadapi anak mereka,” katanya.
